Stand in the communal corridor or lobby. The Regulation 10 inspection covers the side of the door facing the escape route, plus the closing edge, top edge and frame.
Look at the top edge of the door. A genuine FD30S door will have a coloured plug, embossed mark or label confirming its fire rating. No mark = ask for the door schedule from the developer or freeholder.
Use a 4mm and 8mm gauge (a folded piece of card works for a self-check). Top and side gaps should be 2-4mm. Threshold gap should be 8mm maximum (3mm if there is no smoke seal at the base).
Open the door and check the groove around the leaf or frame for intumescent strips. They should be continuous, undamaged and not painted over. Cold smoke brush or fin seals should be intact along jambs and head.
Three CE/UKCA-marked fire-rated hinges with all screws engaged. Open the door 10°, 45° and 90° — the self-closer must return it fully into the frame and engage the latch every time.
Take photos of each section: full leaf both sides, top edge, hinges, seals, gap measurements. Save them with the date — this is the evidence base for your Regulation 10 record.

Regulation 10 of the Fire Safety (England) Regulations 2022 places a legal duty on the Responsible Person of any building containing two or more domestic premises to inspect flat entrance doors at least annually (and quarterly for common-parts fire doors in buildings over 18m). It applies whether the door is owned by the leaseholder or the freeholder.
Yes — Regulation 10 applies to every flat entrance door that opens onto a communal escape route in any block of two or more flats in England. The Responsible Person (usually the freeholder or managing agent) has the duty to arrange inspections, but leaseholders typically own the door itself.
At least annually for flat entrance doors in any qualifying building. In buildings over 18m, common-parts fire doors must additionally be inspected quarterly. Best practice is annual inspection for every flat front door regardless of building height.
A competent person — meaning someone with the training, knowledge and experience to assess fire door condition against BS 8214 and FD30S standards. R-10 inspectors meet this competence threshold and produce a third-party-verified certificate accepted by lenders, conveyancers and Fire & Rescue Services.
A dated certificate per door, photographic records of the door leaf, hinges, seals and gaps, recorded gap measurements, a pass/fail outcome for each check, prioritised remedial actions, and evidence that any failures have been remedied. Most failures are remediable — replacing missing intumescent strips, rehanging on three CE-marked hinges, fitting a compliant self-closer or adjusting gaps. Full door replacement is only required where the leaf itself is non-FD30S or structurally compromised. Your inspection report will list each item by priority.
